By the time Lacey Kinton got to First Baptist Church at 7:15 a.m. Wednesday, a patrol car with flashing blue lights already was blocking off the parking lot and more than 600 people were in line for 430 flu shots.

"I couldn't get here any earlier because the transport won't pick me up any earlier than 7," said Ms. Kinton, who uses an electric wheelchair because she has cerebral palsy. "I tried to get in line last week and couldn't get in line last week, either."
