COLUMBIA - Gov. Mark Sanford traveled the state Wednes-day to criticize a new law intended to lure large outdoor retailers to South Carolina, saying the tax rebates come with no guarantees and are unfair to small businesses.

The Republican governor said he would welcome a Bass Pro Shops or similar business, but he believes it makes no sense to offer them sales tax incentives. At Haddrell's Point in Charleston and Brown's Bait & Tackle in Duncan, Mr. Sanford said the bill, approved by the Legislature over his veto, pits big business against small retail stores.
