Harrisburg residents welcomed a new law enforcement substation Monday, saying they hoped an established police presence will curb crime in the historic mill neighborhood.

"This is what the neighborhood needs," said Johnny Tucker, a 34- year-old member of Another Chance Ministry Network who spent the past three weekends doing electrical work on the former duplex that will house a Richmond County Sheriff's Office substation.
