As he walked his mail route in New Orleans, Byron Gibson chuckled softly over his cell phone about an incident that epitomized his frustration over the year since Hurricane Katrina unleashed its wrath on the Gulf Coast.

Mr. Gibson, who fled the Crescent City for Augusta with his family a day before the hurricane hit last Aug. 29, returned in November. Before leaving Augusta - he and his family stayed with relatives of his wife - he applied to the Federal Emergency Management Agency for one of the thousands of trailers being made available to evacuees.
