CHARLESTON, S.C. - Police Chief Shirley McKnight patrolled the streets of the tiny Williamsburg County town of Lane by herself for several years because she didn't want to hire an officer with a bad record.

"They look to smaller towns to lower their standards," said Chief McKnight, who learned her lesson the hard way after taking chances on two experienced officers and getting burned both times.
