Augusta has cleared at least one hurdle in its plan to sell the Reynolds Street pension property for a $120 million riverfront development.

In a legal opinion sent to state Sen. Ed Tarver, the Georgia Attorney General's Office says Augusta commissioners have the legal right to transfer the property to the Downtown Development Authority, which will in turn sell it to a developer without a competitive bid.
