CHARLESTON, S.C. - A federal judge, ruling race motivated how Myrtle Beach handles traffic during a black biker rally, ordered the city Monday to use the same traffic controls for black and white biker rallies later this month.

"The court concludes, at this stage of the proceedings, that race was a motivating factor when the issue of traffic plans was decided," U.S. District Judge Terry Wooten wrote in granting an injunction sought by the NAACP.
