Since 1986, when the number of Georgia residents who bought a hunting license peaked at 352,818, the figure has fallen steadily - and risen only occasionally.

In fact, during the past two decades, license sales increased only four times - in 1991, 1996, 2001 and 2002, according to the Georgia Department of Natural Resources.
