Are business profits more valuable than the environment?

Cap-and-trade is a bill sponsored by Reps. Henry Waxman, D- Calif., and Edward Markey, D-Mass. This climate-control bill introduced in April would cap carbon pollutants that are harmful to the environment. Each industry would be allowed to emit a certain level of carbons into the environment. If that limit is exceeded, the offending company must pay a tax to be allowed to emit more carbon into the atmosphere.
