Cap-and-trade is a bill sponsored by Reps. Henry Waxman, D- Calif., and Edward Markey, D-Mass. This climate-control bill introduced in April would cap carbon pollutants that are harmful to the environment. Each industry would be allowed to emit a certain level of carbons into the environment.
