ATHENS, Ga. - A Commerce man who investigators say was high on drugs when he caused a deadly four-truck collision on U.S. Highway 441 in Jackson County has been charged with first-degree vehicular homicide and other crimes.
Phillip Leachman, 34, was also charged with driving under the influence of drugs, child endangerment while driving under the influence, failure to maintain his lane and driving on the wrong side of the road, and was cited on a child-restraint violation, Georgia State Patrol spokeswoman Shana Brown said Wednesday.See the full content of this document
