COLUMBIA - Lawmakers began final deliberations on the $7.4 billion annual budget Monday with confidence that the negotiations would be quick and smooth.

Whether that proves true, however, depends largely on work done on bills that address an income tax break, the elimination of the sales tax on food and reform of the state Department of Transportation.
