COLUMBIA - The best way South Carolina can save its military installations is to avoid having them on the Pentagon's base closure list in the first place, military supporters say.

"Once you are on, it is very, very difficult to get off the list," says retired Air Force Brig. Gen. Thomas Mikolajcik, one- time commander of Charleston Air Force Base. "That's why so many people have worked so hard to prevent getting on in the first place."
